This means that a quality education especially in math and science depends more and more on the individual and the family.   A good start is the book Pre-Algebra New Math Done Right Peano Axioms.  This teaches transition to proof at below college level.  Moreover, it makes the math itself interesting.    Just doing applications is like faith and works without the faith.  It does not inspire.  The axioms, definitions, precisely stated theorems and proofs are the faith part.  That is the part that inspires students early to an interest in math.
