A possible definition of full and fair employment is the following.

  1. Employment to population ratio of men age 25 to 54 is 95 percent.
  2. Men’s median wage goes up at same percentage rate as productivity.
  3. Women’s median wage is within 10 percent of men’s.
  4. The income share of the top 1 percent is no more than 10 percent.
